The Department of Mental Health (DMH) maintains the contract for the state of Missouri that allows COMTREA to provide CSTAR services. DMH oversees the quality of the CSTAR program.

Our belief is that adolescents with substance use issues will truly benefit from participation in the CSTAR Outpatient Program. The Adolescent CSTAR Outpatient Program focuses on empowerment and building on the assets and strengths of our clients, as well as encouraging the mindset and behaviors that will promote a successful life. Our goal is for our clients to live a clean and happy life, one in which they are making choices that encourage positive outcomes.

CSTAR - Comprehensive Substance Treatment and Rehabilitation

The CSTAR program assists youth 12-17 years of age in recovery, focuses on early intervention, comprehensive treatment, and aftercare with trained and professional staff utilizing evidence base programs and interventions. In order to begin services, the parent/guardian calls the CSTAR Secretary at (636) 296-6206 ext. 4306 to schedule an assessment. As required by DMH, the following items are necessary for the assessment: 

  • Proof of residency (utility bill with your name on it)
  • Proof of dependents (1040 tax form)
  • Client’s social security card
  • Client’s insurance/Medicaid card
  • Immunization record (can be faxed form school via 636-296-897)
  • Proof of custody/divorce decree (court document) if applicable
  • Court order to treatment if applicable
  • List of current medications, name of Primary Care Physician and/or Psychiatrist

A trained assessor utilizes the Collaborative Substance Use Assessment to determine services. A urine sample will also be obtained for a drug screen. Treatment plans are begun at the assessment with the adolescent. The treatment plan offer an outline to identify the issues that need to be addressed throughout the treatment process. As treatment progresses, treatment plans are developed utilizing their strengths, needs, abilities, and preferences.

The CSTAR Outpatient Program is located at the COMTREA office in Arnold, MO. Treatment hours are Monday through Thursday, 3:00 pm - 6:00 pm.

The CSTAR Outpatient Program is based on SAMHSA’s Eight Dimensions of Wellness: Emotional, Environmental, Financial, Intellectual, Occupational, Physical, Social, & Spiritual. Educational and therapeutic groups are conducted with the adolescents addressing each of these dimensions.

Each adolescent will be assigned an individual counselor and community support specialist (CSS) to work with them throughout their treatment program. Services will include random drug screens. The focus of treatment will be successful progression. What this means is as our clients successfully engage and complete groups, the team will work with them in applying what they have learned/gained from groups in their daily life. They may be challenged in doing this and experience some struggles, but the team is here to support, encourage, and challenge them to be more responsible for their life.

The Treatment Team:

  • AVP (Assistant Vice President) of the Adolescent CSTAR Program—supervises and coordinates the CSTAR team and program
  • Individual Therapist—works with clients to address and resolve issues surrounding substance use and related issues
  • Family Therapist—works with the family to learn healthy communication skills, interacting, and problem solving
  • CSS (Community Support Specialist)—works with clients on their treatment goals, connects the client and their family with community resources, and works as a liaison between the family and outside agencies
  • CAT (Chemical Abuse Technician)—supports the treatment team in delivering services; conducts educational groups and drug screens, as well as transportation scheduling
