Community Mental Health Fund Board (JCCMHFB)


Steven D. Crawford
Steven D. Crawford, DO.
Dr. Crawford is a general practitioner who also serves as the physician for the Jefferson County Jail.
Mark Mertens
Mark Mertens
Mark is the Presiding Commissioner of Jefferson County. He has a Master’s degree in Health Administration & Planning, and is active in the Arnold Rotary and Twin City Kiwanis.
Betty Seely
Betty Seeley
COMTREA Corporate Chair

The former Chief Juvenile Officer for Jefferson County, Betty has been active in statewide committees relating to the Division of Family Services, Juvenile Justice, and has been a COMTREA board member since 1975.

COMTREA Corporate Vice Chair

As retired Director of the Jefferson County Library, Martha's community and professional activities focus on life-long learning, local networks, and community betterment.

Catherine Whitlock
Catherine is Principal of Our Lady School in Festus and is active in the community.
Cathy Whitlock Forrest Wegge
Jefferson County Prosecuting Attorney, is a member of various boards and panels such as the Child Fatality Review Panel, Windsor/Jefferson County PRIDE and the Board of Governors which oversees Jefferson County's Municipal Enforcement Group. He is an adjunct professor at Jefferson College where he teaches Criminal Law and Juvenile Justice one evening a week. Forrest has been a COMTREA board member since January 2007.

Julianne Platz Hand 

A family attorney in Hillsboro, Juli is also active in the community as a member of the Hillsboro Rotary Club and is active in her church and children’s schools, Good Shepherd of Hillsboro and St. Pius X High School in Festus. Juli is also a certified custody and juvenile mediator and represents children as a Guardian ad Litem.

Attorney active in many community activities within the county.
Ann Portell
Vice President of Eagle Bank and long time resident of Jefferson County.

Richard Ross
A retired construction company owner, Richard has recently moved to Jefferson County and is committed to its development.
M. Edward Willams
M. Edward Williams
A Jefferson County Circuit Judge and former COMTREA Board President, Ed's interests focus on the responsiveness of the agency to the needs of the county.
Carl Katzen
Carl lives in Chesterfield but works mostly in Jefferson County serving as a Guardian ad Litem and in other capacities as an attorney. He is a Judge at Mock Court Program of the American Bar Association and a Mediator for the St. Louis Bar Association for the Fee Dispute Committee. Carl is currently a Jazz Musician and is a former alderman of University City.
 
Stephen F. Huss, Ph.D. Stephen F. Huss, Ph.D.
Dr. Huss has been the President and Chief Executive Offices of COMTREA since its founding in 1973. also serving as a non-voting member of the board in this capacity. Other activities of Dr. Huss include consultation, workshop presentations, and teaching American History and World Religions at Jefferson County Community College for the past 15 years.
